Ministry checks found that many sports personnel in schools, academies, clubs and communities had no formal registration and no standard knowledge of sports fundamentals, safety and ethics. The Ministry therefore began a statewide data capture, registration, retraining and certification of sports instructors, officers and administrators.

Registration opened on 28 September 2026. Forms are available at the Ministry of Education, ASUBEB, PPSSC, sports associations, state-owned stadia and from designated ministry desk officers in all local government areas. Participants can also obtain their Anambra State Identification Number (ASIN) during registration.

Registered personnel undergo mandatory retraining in sports administration, coaching principles, safety, anti-doping and safeguarding, with specialised technical sessions, in Awka, Onitsha and Aguata for the three senatorial zones.

The Ministry's certificate will become a basic requirement for practising as a sports instructor or administrator: only certified personnel will train young people in public institutions and sports facilities. “The safety and future of our young people are paramount.”
